Description
This notice constitutes OMB’s formal announcement of a streamlined public-private competition involving information technology (IT) technical services performed by its Administration Office (AO). Through this competition, OMB will determine whether it is more cost-effective to continue having these services performed by government personnel or to instead have the work provided by the private sector. The activities to be studied include desktop and network printer services, server support, and other technical services to assist OMB’s IT Manager. These activities fall within function code W826 (systems design, development and programming services) on OMB’s Federal Activities Inventory Reform (FAIR) Act inventory. (OMB’s inventory of commercial activities is small – i.e., under 20 FTEs according to the 2003 inventory.) The manpower currently used to provide these activities is approximately 1.4 FTEs. The work is performed by employees at the GS-14 grade level in the 2210 Computer Specialist job series. In accordance with OMB Circular A-76, the cost of performance with government personnel will be compared to the cost of performance by the private sector to determine which sector is more cost-effective. The cost of government performance will be evaluated based on the AO’s current organizational structure. The cost of private sector performance will be determined based on market research conducted by the Federal Technology Service (FTS) of the General Services Administration on OMB’s behalf. Costs will be documented on the streamlined competition form (SLCF) prescribed by the Circular. This form ensures that federal agencies compare the cost of public and private sector performance using a standardized costing methodology. This notice does not obligate the Government to award a contract and a formal request for quotes or solicitation will not be issued as part of this competition. However, if the analysis reveals that the private sector is the more cost-effective source, OMB intends to acquire the services from the private sector. A performance decision will be publicly announced not later than 90 days after the date of this announcement. This will be the only notice prior to the announcement of the performance decision. The SLCF will be posted on FedBizOpps. OMB’s Competitive Sourcing Official is Mr. Robert A. Burton. The Agency Tender Official is Ms. Lauren Wright. The Contracting Officer is Ms. Lesa Scott, FTS.
