- The U.S. Coast Guard is setting aside this acquisition for HubZone firms only. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be evaluated using past performance and price. The estimated value of this procurement is between $150,000 and $350,000. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for Dry-dock Repairs to the USCGC Gasconade (WLR 75401) at the contractor?s facility. The vessel?s homeport is Omaha, NE. The vessel is restricted to a commercial yard no further than 400 statute river miles from St Louis, MO. The performance period will be 54 calendar days with a start date on or about June 6, 2005. The simplified acquisition solicitation will be posted to the FEDBIZOPS on or before February 22, 2005 at http: www.eps.gov. as a Commercial Request for Quote (RFQ) firm-fixed price procurement for Dry-Dock Repairs to the USCGC Gasconade(WLR-75401) a 75-foot ?C Class?River Tender and 90 Foot Barge, with quotes due on or about March 15, 2005. The scope of the acquisition is for the dry-docking, overhauling, cleaning, and repairing of various items aboard the USCGC Gasconade (WLR-75401). This work will include, but is not limited to: welding repairs, remove, inspect and reinstall propeller shafts, remove, inspect, and reinstall intermediate shaft, straighten shaft, renew water-lubricated shaft bearings, renew propeller shaft sleeves, remove, inspect, and reinstall propellers, perform minor repairs and reconditioning of propeller, clean, inspect, and test grid coolers, overhaul and renew valves, remove, inspect, and reinstall rudder assembly, rebuild rudder stock, renew rudder lower bearing trunk, overall allied TK 20-50 ATON crane, inspect various deck fittings, preserve barge buoy deck, preserve underwater body, provide dining and lodging, provide temporary logistics, routine dry-docking, preserve bilges in barge forward hold and renew barge framing sections and hull plating, preserve bilges in barge ATON hold and renew barge framing sections and hull plating, preserve bilges in barge BOSN hold and renew barge framing sections and hull plating, composite labor, trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Funds are available for this procurement. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF,etc) Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible certified HUBZONE sources may submit a quote, which shall be considered by the United States Coast Guard.
