- NASA/JSC plans to issue a Request for Proposal (RFP) for the award of two or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts for all types of roofing modifications, roofing repairs, and roofing rehabilitation of the facilities at the Johnson Space Center (JSC), Ellington Field, and the Sonny Carter Training Facility against which JSC may issue fixed price contracts. The contracts will be awarded under the North American Industrial Classification System (NAICS) Code 238160. Each contract will be awarded with a minimum contract value of $5,000 and a maximum contract value of $15,000,000 over a 5-year period, beginning in 3rd Quarter FY 2005. Roofing projects will be selected by the government during this period for limited competition among the firms that have been awarded an IDIQ contract. The contractor's available Bonding Capacity must be between $5,000 and $15M on Individual Delivery Orders. This procurement is a total small business set-aside. See Note 1. Award of the contracts will be based on the use of NASA Best Value Selection procedures (see FAR Subpart 15.1 - Source Selection Processes and Techniques). The NAICS Code and small business size standard for this procurement are 238160 and $12 Million, respectively. As part of the forthcoming IDIQ solicitation, Delivery Order 1, Replace roof, Building 16N will be openly competed. The work shall consist of the replacement of approximately 22,572 square feet of built up roof at Building 16N (High Bay). It will provide for fall protection and roof access ladders shall be modified to OSHA standards as needed to provide safe access. Slope of the roof shall be upgraded to provide drainage. The magnitude of this project is between $500,000 and $1,000,000. The anticipated release date of the RFP is on or about February 22, 2005 with an anticipated offer closing date of on or about March 28, 2005. The firm date for receipt of bids or proposals will be stated in the RFP. All qualified responsible sources may submit a proposal which shall be considered by the agency. The DPAS rating for this procurement is DO-C2. The provisions and clauses in the RFP and model contract are those in effect through FAC 01-27. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the specifications and drawings will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
