Description
CONTRACT INFORMATION: One Indefinite Delivery Cultural Resources Contract for Cultural Resources investigations primarily within the Albuquerque District boundaries will be awarded. However, the Contractor may be required to work outside the Distri ct boundaries. The contract period will be for one year with options to extend an additional four one-year periods. Services may include, cultural resource assessments, reconnaissance studies, intensive surveys, site documentation, mitigation through dat a recovery and analysis, ethnographic/ethnohistoric inquiries, monitoring activities, report preparation, Historic American Buildings Survey and Historic American Engineering Record Documentation, etc. Responding firms must have expertise in New Mexican a nd Southwestern prehistory and history. Firms will be evaluated on the following criteria in descending order of priority listed: (1) Technical quality of the research problem; (2) Professional qualifications of the staff and consultants to be utilized f or this contract; (3) Capabilities of the firm and subcontractors to accomplish the contemplated work within the required time; (4) Past performance on similar contracts. Award will be made to the firm that presents the overall best proposal to the Govern ment, technical and price considered. The Government makes no warranty as to the total amount of services to be proposed. The Request For Proposal (RFP) will be available on or about 17 February 2005 with proposals due on or about 21 March 2005. This procurement is being issued as a 100 percent set-aside for Historically Black Colleges and Universities (HBCU) and Minority Institutions (MIs), as defined by the clause at 252.226.700 of the Defense Federal Acquisition Regulation Supplement. Offers from other than HBCU-MIs will not be considered. NAICS code for this procurement is 541690. HOW TO OBTAIN RFP: All responders must be registered with Central Contractor Registration (CCR) in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov. This solicitation will be issued using electronic bid sets (EBS) and provided for download from the Albuquerque District Web Page to all registered plan holders. Any prospective offeror interested in proposing on t his solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Responders shall self-register on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On the screen that is entitled, EB S Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the in structions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you regis ter for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firm's name appears on the associated Plan Holders List. All offerors should check the Albuquerque D istrict Contracting Division website daily for notification of any changes to this solicitation, including amendments.
