Description

SOURCES SOUGHT: The 9th Contracting Squadron, Beale Air Force Base, California is seeking information about qualified sources for Backup Power Generators. These generators would be on a lease/rental basis to provide emergency backup power in the event of loss of commercial power. Each generator must be capable of meeting or exceeding the following specifications, requirements, and salient characteristics:..... 1) QTY: 3;... 2) 120/208V (5-wire, WYE power);... 3) 60 Hz;... 4) 150 KVa;... 5) 400 A Main CB;... 6) Fuel: Diesel;... 7) Double-walled fuel tank;... 8) Fuel tank to be located below the generator unit;... 9) Fuel capacity to be at least 72-hours of continuous operation;... 10) Fuel use meter;... 11) Automatic transfer panel (ATP) with battery charger mounted inside;... 12) Automatic transfer panels must have bypass capability as well as timers installed within the ATP (i.e., cool-down and shut-down timers);... 13) Non-resettable hour meter;... 14) Double-throw switches;... 15) Safety mechanism to prevent the generator from activating when it isn?t connected to the source needing back-up power;... 16) Must meet the new emission standard for emergency standby engines for the following:... (a) PM <= 0.15g/bhp-hr;.. (b) NHMC + NOx <= 4.92 g/bhp-hr;.. and (c) CO <= 2.61 g/bhp-hr;..... 17) IAW AFOSH Std 48-19, if each generator produces hazardous noise it must have the capability to reduce noise levels below 85dBA through the use of engineering controls, such as baffling, isolation, or enclosure............ Each generator would be providing emergency backup power to a source having the following load requirements with the identified MANDATORY deviance tolerances:... (1) 120/208V ? 10V (5-wire WYE power);.. (2) 60 Hz ? 5Hz;.. (3) 100 KVa MAX;.. and (4) 278 AMPS/PH MAX;........ Interested parties who believe they can meet or exceed all of the requirements described in this notice are requested to submit, in writing, appropriate documentation, literature, brochures, and test data that demonstrate that the stated requirements can be fulfilled. Responses must include the following: Name and address of firm; size of business; Cage Code; and whether they are a large, small, small-disadvantaged, 8(a), HUB-zone, disabled veteran- or woman-owned business. Respondents must also identify: applicable warranty; availability and lead-time; and the available rental options........... The applicable NAICS code is 532490. The size standard, as defined by the U.S. Small Business Administration, is $6,000,000. THIS NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, please do not request a copy of a solicitation. If a solicitation is released, it will be synopsized on FedBizOpps. It is the responsibility of each interested party to monitor this site for the release of any solicitation or synopsis. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
