- McChord AFB intends to establish a negotiated service contract for Aircraft Services. Period of performance will be a Base period of I Oct 2005 through 30 Sep 2006, with four one year Option periods. Contractor shall provide personnel, equipment and licenses to perform aircraft services at McChord AFB. Tasks include Management Functions, Arrival Services, Processing Services, Departure Services, Wash and Lubrication Services, Flight Line De-icing Fluid and Wash Water Clean UP and Emergency Services. This acquisition will be accomplished as a Commercial Service in accordance with FAR Part 12 Utilizing Commercial Acquisition Procedures and FAR 15, Contracting by Negotiations. In conformance with FAR 19 1300, this acquisition is being considered for a HUBZone set aside. Also, being considered is small business socioeconomic classification of 8a, and disable veteran own small businesses. Please provide the following information to the Contracting Officer not later than 10 days after the publication of this Notice. 1) Name of Company, Address, Phone & FAX number, E-mail address, point of contact 2) Type of socioeconomic classification: HubZone ___, 8(a) ___, SB Service disabled veterans____ 3) If you fall into more than one classification mark all that apply. 4a) A copy of the certificate issued by the SBA of your qualifications as a Hub-Zone or 8(a) business concern, b) A positive statement of you?re your intention to submit an offer for this solicitation as a prime contractor. 5) Please list current and past experience with Aircraft Wash and Transient Alert. 6) Does your company have qualified A&P personnel? I.e. current certifications and training. 7) Has your company, currently or in the past, had experience with Confined Space Program? 8)What type of aircraft does your company have experience performing wash services? 9) How many aircraft has your company handled annually? a. Wash Services, b. Transient Alert Services 10) What is your company?s experience, currently or in the past, with Aircraft arrival and departure services? 11) Has your company, currently or in the past, had experience with Tech Order Accounts? 12) What is your company?s experience with OSHA standards for Aircraft Maintenance? For how many years? 13) What is your company?s experience with emergency OR warfare contingency operations for: a. Aircraft Wash, b. Transient Alert Services 14) What is your company?s experience in towing ground equipment in an aircraft movement area? 15) What is your company?s experience with glycol recovery vehicles? 16) What is your company?s experience with environmental and storm water prevention program? 17) What is your company?s experience with logistic rails, dual rails, etc? 18)What is your company?s experience with interior and exterior aircraft wash? 19) What is your company?s experience with aircraft lubrication services? Based on the responses, the Contracting Officer will make a determination whether or not to set this aside for hub-zone or other socioeconomic classification. If there is not a reasonable expectation of adequate competition as a HUBZone set aside or other socioeconomic classification, the acquisition will be considered for 100% small business set aside. Therefore interested small business should provide the same information listed above. The solicitation package will be issued on or about 1 Apr 05. The applicable Standard Classification (SIC) is 4581; size standard is 6.0m, NAICS 488190. This is not a request for proposal and the information presented in this announcement will not obligate the Government in any manner. The solicitation package will be posted EXCLUSIVELY on the electronic posting system at HTTP://www.eps.gov following links USAF Office, Air Mobility Command, McChord AFB. NO HARD COPIES WILL BE SENT.
