Description
PROJECT SUMMARY: The National Park Service is seeking offers for a firm, fixed-price contract for the design and construction of an approximately 120' long, 6' wide hiker/stock trail bridge, located approximately 1.5 miles from the nearest road access. The bridge will probably have concrete spread footings with three steel girders, timber deck, and railing. It is anticipated that the bridge will be designed with two splices in each girder, with each girder section weighing approx 4,000 lbs. The east side will have a short approach. The contractor shall provide a completed final design for NPS approval, based on the preliminary design and parameters in the solicitation. This project is not located in designated wilderness, so mechanized equipment will be allowed on site. Offerors should be aware that a final decision to build the bridge at this site awaits completion of the NEPA process. Estimated start work date is April 5, 2005 with estimated project completion date of June 24, 2005. SOLICITATION DETAILS: This is a best value procurement subject to the Small Business Competitiveness Demonstration Program and set-aside for certified HUBZone business concerns. The NAICS code for this project is 237310 and the small business size standard is $28,500,000. In accordance with FAR Subpart 36.204, the price range for this contract is between $100,000 and $250,000. Performance and payment bonds will be required for this project. The electronic Request for Proposals will be available on approximately February 18, 2005, at www.fedbizopps.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov and maintain an active registration at http://www.ccr.gov. The Government reserves the right to cancel this solicitation. PROJECT LOCATION: To reach project site take State Route 20 east from Interstate 5 approximately 70 miles to the Colonial Creek Campground. Hike the trail up Thunder Creek approximately 3/4 mile to the old crossing location (washed out in October, 2003, by flood waters and woody debris). Follow blue flagging up the west side another 3/4 mile to the bridge site where Abutment #1 is staked (Sta 1+00). There are two alternate alignments (A & B) which are about 14 degrees apart. A is more perpendicular to the creek and B is skewed approximately 30' upstream at Abutment #2. Abutment #2 (east side) is adjacent to the Thunder Creek Campground. Note: The trail to Abutment #1 will be constructed by National Park Service crews in spring of 2005 but may not be done prior to bridge construction. Cellular phones do not work in this area.
