- The National Gallery of Art (NGA) is seeking an architectural/engineering consultant(s) to provide project management technical support on site at the NGA for the Master Facilities Plan projects and other ongoing renovation projects. The Contractor(s) shall provide on-site architectural/engineering project management services for the Administrator?s Office of Capital Projects at the NGA and will be required to act as liaison with other NGA departments for Master Facilities Plan projects. Services will include: pre-design and program oversight; preparation of statement of work descriptions; design review; management and coordination; constructibility reviews; bid analysis; construction oversight and coordination; submittal handling and review; monitoring and tracking project schedules and budgets; and documentation for the Master Facilities Plan projects. The contractor(s) will provide technical support to evaluate and monitor the progress of work produced by design and construction contractors. For all aspects of the work, the contractor(s) will prepare project documentation, file and records management; budget and cost control analysis; and communication of technical issues with NGA staff. The proposed contract will include a one year base period starting on October 1, 2005, and four one-year option periods. The not-to-exceed amount is estimated to be ~$375,000 per year. Selection will be based on the following evaluation criteria: (1) Prior project management experience with major design and construction projects for phased, multi-million dollar, building renovations and facilities upgrades in museums or other similar facilities with equal architectural quality and high aesthetic standards; (2) Specialized experience, technical competence, and demonstrated expertise in the coordination of building renovations and repairs in historically significant structures and specialized experience in relocations associated with a functioning museum; (3) Past performance during the last five years supported by either ratings or references from clients on similar contracts with Government agencies and private industry including type of building, quality of work, compliance with schedules and cost control effectiveness. Include names and current phone numbers for listed clients. Clients may be contacted during the evaluation process; (4) Specialized experience and technical competence in all phases of project management with demonstrated expertise in a liaison role; (5) Geographical location and knowledge of the locality of the projects. Contractors beyond a 50 mile radius of the Washington, DC metropolitan area will not be considered. The contractor(s) must meet the following minimum professional requirements: (1) Professional background in either architecture, space planning, structural, civil, construction, or building systems engineering; (2) Proficient knowledge of architectural or engineering design; contract documents; building systems renovation and related building codes and life safety regulations; space planning and use of AutoCad; (3) Proficient project management skills in communication, documentation, file and records management, budget and cost control analysis, and project coordination among a diverse group of design and construction professionals, and in an institutional setting. Interested firms meeting these requirements should submit three (3) complete copies of the SF 330 Parts I and II to the issuing office by 4 PM, Monday, March 7th, 2005. Experience cited should not be more than five years old. This is not a request for proposal. No site visits are planned.
