Description
The Office of Personnel Management intends to issue a sole-source firm-fixed price two-year (base year and one option year) blanket purchase agreement (BPA) to OmniStudio, for design and graphic services in accordance with 41 U.S.C. 253(c)(1); FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will be awarded to small business. The North American Industry Classification System (NAICS) Code for this requirement is 541430. The size threshold for determining whether or not an offeror is a small is a company with gross annual sales over the past three years not exceeding $6 million. The Contractor is required to provide design and graphic services the for following items: Reports and Report Covers, Folders, Posters, Note Cards, Press Releases, Handouts, Invitations, Brochures/pamphlets, Programs, Banners, Power Point templates/presentations, Tent Cards, and I.D Badges. The designs must incorporate the current OPM branding using the OPM branding rectangle (including American flag, the color seal of OPM, and the ?Working for America? slogan (in Schooner Script font) and other images (a good example of is the look and texture designed in the OPM 2002 edition of its Strategic Plan (available from the Publications Management Group upon request. Design must be developed in Adobe InDesign. Design must work well with whatever printing process is employed and not cause production problems which will increase the cost and time of production when printed. We will require submission of a minimum of three (3) design concepts within 3 -5 working days of the placement of an order. Once the design has been selected the contractor must submit complete designs, printed material, and electronic files for all products within 1 ? 3 weeks. Omnistudio is the only one responsible source and no other supplies or services will satisfy agency requirements due to the following reasons: 1. OmniStudio provides expert design and graphic services. The president of OmniStudio and her staff are intimately familiar with our product concept and design features. Having produced many documents for us in the past, they possess our historical text and image files which are instrumental in producing acceptable products. They have met our required production schedules which had no room for slippage due to the delivery dates required by law. 2. With the exception of small jobs provided to small business, OmniStudio has designed our previous products. Their familiarity with our publications and the limited timeframes for production and publishing provides us the assurance of knowing our publications will be distributed in a timely manner without any disruptions and/or delays, saving the Government both time and money, and meeting the delivery dates required by law. 3. OmniStudio has a demonstrated capability and willingness to accomplish near impossible tasks with little or no notice. Since our publication?s delivery dates are mandated by law, failure to meet these dates would reflect poorly on us and in some cases could potentially reduce our President?s Management Agenda (PMA) ranking. 4. The issuance of the BPA to OmniStudio will ensure that we remain in compliance with rules and regulations governing the distribution of our publications. However, we will continue to acquire services from other small businesses to provide us with design and graphic services for our publication requirements that aren?t as time critical and/or high sensitive in nature in an effort to expose them more fully to our requirements. Interested parties are reminded that information furnished under this solicitation may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, items that are confidential to businesses, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the OPM or the Government determines disclosure when warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed to be releasable. This in no way obligates the Government to award a sole-source BPA. This is not a request for competitive proposals. However, all interested parties who believe they can meet this requirement are invited to submit a statement of capability with pricing information, within 15 days of publication of this notice. The Government will not pay for any information provided. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive requirement.
