Description
Notice of intent to award a brand name procurement. The Government intends to issue a brand name purchase order for Z-Backscatter Van Equipment manufactured by American Science and Engineering (AS&E). 35 CONS intends to award a purchase order by other than full and open competition in accordance with FAR Subpart 6.302-1. A determination not to compete this proposed procurement was made because the Government has an acquisition plan to purchase AS&E's Z-Backscatter Van under GSA contract, and this is a part of the acquisition plan to purchase open market item equipments for the main item. This is combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27 (as of 22 Dec 04). This solicitation is being issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Submit only written quotations for RFQ FA5205-05-Q-AF04. NAICS code 334517 applies to this solicitation, and the size standard is 153 employees. This RFQ contains four (4) line items. The item description is as follows: L/I 0001, Qty 1 Ea, Harsh Environment for AS&E's Z-Backscatter Van; L/I 0002, Qty 1 Ea, Radioactive Threat Detection System for AS&E's Z-Backscatter Van; L/I 0003, Qty 1 Ea, Portal/Stationary Scan System for AS&E's Z-Backscatter Van; and L/I 0004, Qty 1 Ea, Shipping Tie-Down D-rings for AS&E's Z-Backscatter Van delivery. (End of Item Description) Offeror must provide the estimated total weight and cubic ft for shipped out package, CAGE code, DUNS number, Tax Identification number, Prompt Payment Terms, Delivery Terms, GSA Contract number with Expiration Date(if applicable), Warranty, Line Item Unit Price, and Total Cost. All quotes are due to the 35th Contracting Squadron/LGCB, Misawa AB, Japan, no later than 15 FEB 05, 1300 Japanese Standard Time. Addenda to FAR 52.212-1 - Para (h) Multiple award is changed to read "The Government intends to make single award resulting from this solicitation, based on overall assessment of each proposal.". Addenda to FAR 52.212-4 - Para (c) Changes, the following sentence is added to the end of para (c); "Unilateral modification may be issued for administrative changes.", and the following additional clauses apply to this solicitation; FAR 52.233-2 Service of Protest; a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer Mutsuo Shibasaki (addressed as follows) by obtaining written and dated acknowledgement of receipt from 35th Contracting Squadron, Attn: Mutsuo Shibasaki, Unit 5201, APO AP 96319-5201, b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. FAR 52.212-3 - An offeror shall complete only para (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only para (b) thru (i) of this provision. All contractors must be registered in the DoD Central Contractor Registration database prior to any contract award.
