Description
The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm-Fixed-Price contract to design/build and construct a petroleum Fuel Farm and associated utilities at K2 Air Force Base (Karshi-Khanab ad) in Uzbekistan... The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS Code is 236220 with a small business size standard of $28,500,000. Project consists of the design a nd construction of manifolding for existing above ground fuel tanks at the Petroleum Fuel Farm, K2 Air Force Base, Uzbekistan in accordance with the technical provisions. The work shall include the preparation of design/construction documents and the cons truction required to provide a fully functional facility. This Design-Build Contract shall be designed and constructed in accordance with current Uzbekistan Design Standards, as well as applicable local standards. The estimated value of the contract is between $500,000 and $1,000,000 consisting of base plus an option. The total schedule for completing the entire work is 120 days after date of award. The proposed contract will be awarded using best value (lowest pr ice technically acceptable). The evaluation criteria will address (1) Management Concepts, (2) Technical Capabilities, (3) Experience and (4) Price. The prices in the bid schedule will be evaluated for completeness and reasonableness. No solicitation i s being issued at this time. Solicitation Number W917PM-05-R-0010 will be available on or about 25 February 2005. Interested parties are advised to submit their proposal on or about 25 March 2005 by 3:00 P.M (local time)to the Contracting Office. The AED Contract ing Officer for this solicitation is Edna Sheridan. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet and Paper. Paper copies of this solicitation, and amendments, if any, will be available or issued in the Contracting Office for local contractors without adequate access to the Internet. Interested parties may download and print the solicitation, at no charge at http://w ww.mvn.usace.army.mil. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferre d method. However, paper copies will be made available for local contractors. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's preferred pricing list, physical address, telephone, a valid fax number and a point of contact. Requirements: DFARS 252.204-700 4 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR Database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
