Description

This requirement is now being offered to all qualified, responsive concerns as listed below and proposals will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. It is the intent of the Government to award one contract on a competitive basis to an eligible HUBZone business concern in accordance with FAR 19.13, provided that adequate competition is received, offerors are technically competent, proposals meet the minimum needs of the Go vernment and award can be made at a fair market price. Competition among HUBZone concerns is not limited to a geographical location. Adequate competition is defined as at least two (2) competitive proposals are received from qualified, responsible busine ss concerns at the tier under consideration. If circumstances do not permit a HUBZone award, the Government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing offerors are technically competent, proposals meet the minimum needs of the Government and award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not m ore than 10 percent above the lowest large business concerns price.
