- The Naval Air Warfare Center Weapons Division is seeking to identify potential sources capable of providing information on High Speed Strike Weapons (HSW) in support of the Naval Capabilities Development Process. Such weapons are defined as weapons which provide a block speed of Mach 2 or above, and are lethal against moving and stationary time-critical targets, and/or land attack targets, and/or surface warfare targets. Both air launched and surface/submarine-launched variants are of interest that may be launched from legacy and Program of Record (POR) weapon platforms. The general scope of the government interests are technical performance and feasibility, engineering readiness, and cost (ROM). Any weapons concepts/information shall be compatible with Naval systems, operations, and safety. The government requests that information be supplied pertaining to weapons studies, designs, concepts, and/or integrated technologies. An expression of interest/statements of! capability submittal is requested no later than COB 24 Feb 2005, followed by a detailed submission to be supplied on or before 13 April 2005. For the initial submission: Provide your perspective and capabilities with regard to high speed strike weapons, addressing issues and tradeoffs for feasibility, engineering capability, and weapon performance. Information may cover studies, designs, concepts, and/or technologies. Evidence of technical/flight maturity is encouraged. The initial submission will be evaluated, and respondees will be requested to provide a detailed submission. For the detailed submission: Provide your perspective, capabilities, and analysis of high speed strike weapons performance, performance issues, and parametric tradeoffs. Provide evidence/rationale/analysis for feasibility, and engineering capability/readiness for SDD for such a weapon. Address any unique concepts, and their advantages/disadvantages. Address critical engineering tradeoffs versu! s performance and cost. Address weapon/battlespace integration. Address the affordability of the resultant weapon, to include ROM unit production and development costs. Provide an estimate of development time, showing your path from current technology (including the current status of that technology) to a fielded weapon. Show any spiral development opportunities that are logical for your technology suite. Provide any additional backup information that the respondent feels is important for understanding of concepts, capabilities, or issues about a HSW. Initial Submission Instructions: A cover letter shall be provided, including a statement of interest, and both organizational and technical points of contact. The initial submission shall be provided in briefing format, in Microsoft Powerpoint format, of at most 35 viewgraphs. Annotated (Notes Pages) briefing is allowed. The initial submission shall be unclassified, and may contain proprietary information if properly ident! ified and marked. Annexes may be provided, but may or may not be reviewed or considered, at the government's discretion. Classified annexes may be provided. The initial submission shall be provided as a standard CD (5 copies), plus 2 hardcopies. The detailed submission shall be provided as a briefing to the government team, with CD and hardcopies also submitted. The briefings will be scheduled for April 12-13, with the CDs and hard copies due on or before April 13. The basic briefing shall be unclassified, provided in Microsoft Powerpoint format, and may contain proprietary information if appropriately identified and marked. One hour will be allocated to each respondent for the briefing. Annexes may be provided, and may include classified information; annexes will be provided as CD and hard copy only. The submission shall be provided on a standard CD (5 copies), plus 2 hardcopies. Note that all submissions will not be returned.
