Description
Non-personal service to provide all labor, personnel, materials, supplies, tools, equipment, facilities, transportation, travel, and per diem to furnish appraisals for the Wetlands Reserve Program (WRP) and the Grasslands Reserve Program (GRP) throughout the State of Washington. Work is to commence within 10 calendar days of award and the contractor must be able to complete individual appraisal services within 45 calendar days of notice to proceed. All appraisals will be subject to a technical review. Contract will be written for a base year with option years. There is estimated to be approximately 10 (+/-3) appraisals between both programs each year. Appraisal assignments will be across the entire state and will vary by program and by year. There is a possibility of a multiple award, depending on most benefit to the Government. Scope of Services for each program will be included in the Solicitation when issued. The purpose of the WRP appraisal is to estimate fair market or current market AGRICULTURAL VALUE of a defined tract of land before the NRCS easement encumbers the land use without regard to speculative development. Assignments for GRP will require two appraisals for each property. The purpose of the first appraisal will be to determine the FULL FAIR MARKET VALUE (market value) of the defined tract of land before the easement encumbers the land use based upon its highest and best use. The purpose of the second appraisal is to estimate the CURRENT MARKET GRASSLAND VALUE only of a defined tract of land before the easement encumbers the land use and without regard to speculative development or highest and best use of the property. Appraisers shall be Certified General Real Property Appraisers in the State of Washington. This acquisition is a Total Small Business Set-Aside. This solicitation will be issued electronically at the Federal Business Opportunities website on or about February 28, 2005. Requests for a hardcopy solicitation must be in writing.
