- The United States Patent and Trademark Office (USPTO) is conducting market research into industry capabilities for Pre-Grant Publication Classification Services. NOTICE TO ALL INTERESTED PARTIES: Provided at http://www.uspto.gov/web/offices/ac/comp/proc/pgpub/pgpubhom.htm is DRAFT Request for Proposals (DRAFT RFP) No. DOC-SS-PAPT05-10001 for United States Patent and Trademark Office (USPTO) Pre-Grant Publication (PGPub) Classification Services. As prescribed in FAR 15.209(c): 52.215-3 Request for Information or Solicitation for Planning Purposes. Request for Information or Solicitation for Planning Purposes (October 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for planning purposes. (End of provision) This DRAFT RFP is issued in advance of an anticipated full and open competition. While it is anticipated that there will be a full and open competition for the services listed in this RFP, there is no guarantee that a solicitation will be issued for full and open competition. The attached DRAFT RFP describes USPTO requirements. The North American Industrial Classification System (NAICS) code for this requirement is 541990, ALL OTHER PROFESSIONAL, SCIENTIFIC, AND TECHNICAL SERVICES. The USPTO is seeking input and feedback from industry regarding the requirement outlined within this document. This DRAFT RFP document is structured in accordance with the Uniform Contract Format and is provided for your review and comment. You are requested to identify any: 1. Features of the RFP that are unclear; 2. Recommendations that you have for improvement; 3. Omissions or inconsistencies; and/or 4. General comments that you would like to make regarding the RFP and its approach. All correspondence regarding the DRAFT RFP must reference the DRAFT RFP number and must be provided electronically to the Contracting Officer by emailing him at PGPUBClassification@uspto.gov. There will not be any confirmation of receipt of the emails. Responses to questions or comments will be made available at the following website as soon as practicable: http://www.uspto.gov/web/offices/ac/comp/proc/pgpub/pgpubhom.htm All questions and responses to this DRAFT RFP are due no later than 2:00 p.m., Eastern Standard Time (EST), March 11, 2005. All information received on or before 2:00 p.m., Eastern Standard Time (EST), March 11, 2005 will be reviewed and incorporated into the formal Request for Proposals if deemed appropriate. Any such information received after 2:00 p.m., Eastern Standard Time (EST), March 11, 2005, will be incorporated into the RFP to the maximum extent practicable. Please provide the following in response to this draft RFP: 1. Clarification Areas: Identify any areas of the RFP that you feel require further clarification or detail in order to make the requirement more understandable. 2. Suggestions for Change: Identify any areas of the RFP (such as RFP features, omissions or inconsistencies, proposal submission requirements, evaluation factors etc.) for which you would recommend changes. The USPTO is interested in innovative and unique approaches to acquire the best value for the Government. The USPTO is seeking constructive comments and not substantive changes to the USPTO requirements. Include how you would recommend implementation of suggested changes. 3. Price Estimates: Identify estimated prices for Contract Line Items Numbers (CLINs) listed in Section B of the RFP. As previously stated, these prices will be used for planning purposes only. 4. Concerns/Comments: Identify any comment, concern, or question you may have regarding this draft RFP that does not fit into one of the above categories. You may send this information by mail, fax, or email (email preferred). Please limit total content to a maximum of 50 pages.
