- Description
- The US Army National Ground Intelligence Center has a requirement to conduct analysis of electromagnetic signals as part of its Signals Intelligence (SIGINT) mission. NGIC is considering a program to provide end-to-end support for the NGIC Signals A nalysis effort in support of continuing operations pertaining to Operation Iraqi Freedom (OIF), the Global War on Terrorism (GWOT), and GS-RAs national SIGINT requirements. This effort may include providing engineering and systems integration support to GS-RAs Signals Analysis Laboratory (SIGINT Lab), custom software development for SIGINT applications, and maintaining NGIC SIGINT analysis systems in such a way that NGIC analysts have the most capable signals analysis system. In addition, this effort ma y require the Contractor to provide on-site TechSIGINT support at the NGIC to assist GS-RA fulfilling its national SIGINT requirements. Finally, this effort may require the Contractor to provide GS-RA Signals Analysts training on various SIGINT exploitati on systems. Signals Analysis hardware and software may be developed and maintained in accordance with established NGIC and Intelligence Community (IC) system architectures, and comply with all community SIGINT Modernization initiatives as directed by the Community ELINT Management Office (CEMO) and the various SIGINT modernization programs being executed at the National Reconnaissance Office (NRO) and National Security Agency (NSA). The contractor may be required to provide: professional engineering, soft ware development, systems administration, SIGINT analysis support, and training to GS-RA; engineering, systems integration, and software development expertise to support upgrades, and maintenance of the SIGINT Lab environment; systems administration expert ise for GS-RA SIGINT analysis systems; SIGINT Analysis expertise for NGIC responsible signals; and training to NGIC SIGINT analysts. SECURITY REQUIREMENTS: If this program is solicited, all firms submitting a proposal must have a Top Secret facility clea rance at the time of proposal submission or they will be declared non-responsive.
