- 1.0 GENERAL: The purpose of this contract is to provide the Hagerman National Fish Hatchery (Hatchery), located at 3059-D National Fish Hatchery Road, Hagerman, Idaho, with a diesel semi-tractor/no driver for use in distribution of steelhead and rainbow trout. Vendor shall be located within a 150 mile radius of the Hatchery. 1.1 Vendor Responsibilities: 1.1a The vendor will provide all service and required maintenance to leased tractor. Any scheduled service required during contract must be coordinated with the Hatchery Manager, or his designee, to avoid disruption of fish transport. 1.1b The vendor will guarantee 24-hour road service within four hours of notification of need and will repair or replace tractor by 8:00AM of the second day following call for service. 1.1c The vendor will provide a list of preferred towing and garage services for driver to call which includes telephone numbers, hours of operation and location. 1.1d The vendor must be physically located within a 150 mile radius of the Hatchery. 1.2 Hatchery Responsibilities: 1.2a The Hatchery will provide fuel. 1.2b The Hatchery will provide a licensed CDL driver. 2.0 BASE & OPTION PERIODS: The terms for this contract are to include a Base Period with Option Period One and Option Period Two. Each Period will involve an open contract for approximately one year. Upon exercise of each Period, a schedule of various active lease dates and total estimated usage miles will be provided to the vendor. The vendor will then take appropriate measures to assure an appropriate tractor is made available for the estimated active lease dates. The Hatchery will negotiate with the vendor to arrange pickup or delivery of the tractor prior to each active lease date. The Hatchery will inspect the tractor for acceptance, and upon signature of acceptance, fees for active lease will begin. During active lease dates, the tractor will be under continued use of the Hatchery or parked on Hatchery grounds. Upon completion of active lease dates, arrangements will be made for the tractor's return to the vendor at which time fees for active lease will cease until the Hatchery again takes possession for the next active lease date(s). SCOPE of WORK Diesel Semi Tractor Lease / No Driver 2.1 Base Period: 2.1a Open contract will be from March 01, 2005 through October 30, 2005. 2.1b Approximate active lease dates are March 24, 2005 through May 20, 2005 and September 15, 2005 through September 30, 2005. 2.1c Estimated mileage to be 15,000 miles, all within the state of Idaho. 2.2 Option Period One: 2.2a Open contract beginning November 01, 2005 through October 30, 2006. 2.2b Approximate active lease dates to be announced upon exercise of Option Period One. Active lease dates expected to be similar to Base Period. 2.2c Estimated mileage to be announced upon exercise of Option Period One. Mileage expected to be similar to Base Period. 2.3 Option Period Two: 2.3a Open contract beginning November 01, 2006 through October 30, 2007. 2.3b Approximate active lease dates to be announced upon exercise of Option Period Two. Active lease dates expected to be similar to Base Period. 2.3c Estimated mileage to be announced upon exercise of Option Period Two. Mileage expected to be similar to Base Period. 3.0 EQUIPMENT: Vendor shall provide a diesel powered semi-tractor capable of hauling 80,000 GVW tanker trailer over mountain terrain and unimproved gravel road with the following specifications: 3.1 Minimum of 450HP/Manual/80,000K/230" 3.2 Preferred 13 speed; 10 speed acceptable 3.3 "Deep-under" low gear 3.4 Tandem axel twin screw drive 3.5 Individual weight of semi-tractor not to exceed 14,000 pounds SCOPE of WORK Diesel Semi Tractor Lease / No Driver 3.6 Sleeper included 3.7 Tractor to be "road ready" and legal, meeting State and Federal DOT requirements for inter-state and intra-state commerce. 3.8 Tractor will be available to the Hatchery on an as-needed basis. 4.0 SAFETY: 4.1 Vendor shall provide a set of snow chains to fit all drivers. 4.2 Tractor shall be equipped with fire extinguisher, reflector kits, and permit book. 4.3 Tractor shall be appropriately licensed and insured and proof of such provided to the Government. 5.0 PAYMENT: 5.1 Vendor shall provide invoice in duplicate following completion of each set of active lease dates or once per month in which there is contract activity. 5.2 Payment shall be made by Electronic Fund Transfer (EFT) from the Government. Therefore, if an established vendor code does not exist, appropriate forms must be completed prior to commencement of lease.
