Description
Provide two diesel-powered semi-tractors, with drivers, capable of pulling fish transport trailer (5,000 gallon tanker). Gross vehicle weight (GVW) of tractor and trailer loaded with fish and water will be at, or near, 80,000 pounds. The contractor will provide all fuel, spare tires, permits, snow chains, licenses and insurance for semi-tractors. The contractor will provide to the Hatchery Manager or his designee proof of permits, licenses and insurance prior to executing the contract. The government will provide fish transport trailer, oxygen for fish life support, diesel fuel for trailer-mounted electric generator and any necessary maintenance to the trailers. The Hagerman National Fish Hatchery (HNFH) will provide water for the transport trailers each day at the HNFH. Tractors and drivers are to be at HNFH at daily times specified by the Hatchery Manager or his designee. Hatchery staff will train contract drivers in the proper water filling procedures and the operation of the fish life support and alarm system on the trailer. Contract drivers will be expected to develop proficiency in loading water and fish at the Hatchery and in the unloading of fish at the release site. Vendor is advised that loading time (water and fish) will require approximately 2 hours each of contract driver's time. Unloading time at release sites will be approximately one hour. Projected period for order delivery is approximately March 28, 2005 to May 11, 2005. All fish transport to be accomplished in the state of Idaho. Fish will be loaded at the HNFH and delivered to the following locations: Sawtooth Fish Hatchery near the town of Stanley; Yankee Fork, north of Stanley; the Little Salmon River at Stinky Springs and Lower Hazard Creek; the East Fork of the Salmon River near the town of Clayton. Approximate total mileage of this order, including driver mileage to and from Jerome, is 11,500 miles per vehicle. A detailed schedule of trips and dates for specific locations will be provided one week prior to commencement of delivery. Weather, road conditions, or other factors may require the postponement of a trip or a change in the schedule. Numbers and weights of fish to be loaded for each delivery will be determined by the HNFH. Contractor's drivers and tractors will be required to travel to release site in accompaniment of HNFH tractor and trailer (driven by HNFH driver) to ensure available expertise in event of fish and/or trailer equipment problems.
