Description
The US Fish & Wildlife Service-Region 7 (Alaska) intends to award a sole source procurement to the M/V Exito dba or owned by Q & S Enterprises Inc to be utilized as a vessel platform to conduct liver biopsies on Threatened Stellar's Eiders and other sea ducks to assess injuries associated with recent the recent oil spill of the Selendang Ayu off the coast of Unalaska Island. It is critical to document injuries to thereatened Stellar's Eiders before they begin migration to breeding grounds in March. The Sole Source justification is justified in that the Exito is currently in Dutch Harbor and was used in initial response activities as a bird rehabilitation vessel. This vessel is already outfitted with the stabilaztion unit and the crew is familiar with the procedures required for conducting bird captures. The Exito is the only vessel available that can be used to conduct these preassessment activities immediately, before birds leave the spill impacted area. Because of this time constraint and the need to collect ephermeral, fleeting biological information, it is not possible to obtain official competition. However, all attempts were made in Dutch Harbor, AK to identify possible vessels that could be used for this study and the Exito was the judged the best option for the Service's needs. The Exito had a crew experienced with wildlife operations and the boat was equipped for wildlife response. Other boats in the area had been used for oil spill response but did not have the wildlife capability and crew available in the area. This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals or quotes received. Award will be made 15 days after publication of this notice. See Numbered Note 22.
