Description

This is a notice of intent to negotiate a Request for Proposal with Sensor Concepts and Applications Inc. (SCA), 1401 A Blenheim Road Phoenix, MD 21131 on an other than full and open competition for the operational evaluation of the Pulsed Fast Neutron Analysis System (PFNA) and testing and analysis of other emerging Non-Intrusive Inspection (NII) technologies. The Government intends to negotiate on a sole source basis with SCA because they possess unique tools, analysis and performance algorithms for measuring the operational performance of NII systems. The government will collect data on the Pulsed Fast Neutron Analysis (PFNA) and other NII systems with a need to apply these tools to information and data associated with current national security threats and the war on terrorism. SCA?s unique tools and analysis provide results and predictions not available by any other method.
