- Naval Sea Systems Command (NAVSEA) has a requirement for an Interim Dry Docking (IDD) Availability as further described in this solicitation, N00024-05-R-4408. The Government seeks to award a delivery order under the Multi-Award Indefinite Delivery Indefinite Quantity Contract (MAC), N00024-04-D-4409, for the preparation and execution (contract option) of the IDD, scheduled to begin on 01 October 2005. The IDD includes maintenance, repair, alterations, testing, and routine work on or around a nuclear-powered submarine in accordance with the prescribed Availability Work Package (AWP). BACKGROUND: The Government entered into Indefinite Delivery Indefinite Quantity (IDIQ) contracts with the only two nuclear qualified shipyards, Northrop Grumman Newport News (NGNN) and Electric Boat Corporation (EBC) on 20 November 2003. EBC and NGNN were awarded identical IDIQ contracts identified by N00024-04-D-4408 and N00024-04-D-4409 respectively. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-05-R-4408 for preparation and accomplishment of Interim Dry Docking (IDD) of USS MINNEAPOLIS ST. PAUL (SSN 708), currently scheduled to begin on 01 October 2005. The IDD includes maintenance, repair, testing and routine work on a nuclear-powered submarine as well as the installation of major, high priority alterations. Performance of this effort will be in a private shipyard and dry-dock to be supplied by the contractor. Advance planning of this IDD is to begin immediately following contract award, which is currently scheduled for May 2005. The I! DD is scheduled to last approximately four and half months. This solicitation is restricted to Northrop Grumman Newport News based on the Secretary of the Navy Ship Depot Maintenance Solicitation Policy and Assistant Secretary of the Navy (RD&A) Justification and Approvals (J&As) 20,417, 20,417.1, 20,418 and 20,419.
