- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a contract with the National Academy of Science's National Research Council (NRC) to provide support for NOAA's Resident Research Associateship Program under the statutory authority for other than full and open competition is 41 USC 253 (c) (1), only one responsible source and no other sources will satisfy agency requirements. The contract will be for a base year starting on or about 1 June 2005 with four one-year options. The requirement includes identifying research scientists in the fields of Meteorology, Climate and Air Quality, Earth Science, Hydrology, Oceanography, Limnology, Space Sciences, Fisheries and Marine Mammals, Toxicology and Molecular Biology. This notification is a follow on to sources sought notice number EASC-05-1010 posted on FedBizOpps on 1/28/05. After considering all responses to the notice and conducting market research, no other source was found that will satisfy the requirement. The National Academy of Science manages a one-of-a-kind program that attracts the brightest scientists in the world for research opportunities. The Academy has access to thousands of scientists, experts in their respective fields, who volunteer their time to participate as National Academy of Science National Research Council panelists. This type of access to a vast scientific body of knowledge enhances the Academy's ability to conceptually review and evaluate the scientifically diverse applications received thereby minimizing the margin of error associated with accurately assessing the prospective applicants' abilities to produce the highest quality work during their tenure. The program conducted by the Academy cannot be duplicated as the existing level of expertise and prestige could not be garnered from any other sources. The Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by March 3, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
