Description
Recapitalization of High Mobility Multi-Wheeled Vehicels (HMMWV). This action is to procure by other than full and open competition, logistical, technical, and engineeering assistance in support of the Tank Automotive Commands (TACOM) HMMWV RECAP p rogram for conversion of various configurations of HMMWVs to the M1097R1 configuration being performed by Letterkenny Army Depot (LEAD), and involves providing all repair parts required to accomplish that program except those on a jointly agreed upon list of excluded parts. Authority Cited: Statutory Authority Permitting Other Than Full and Open Competition for this requirement is 10 U.S.C. 2304 (c) (1), as implemented by paragraph 6.402-1 of the Federal Acquisition Regulation entitled Only one responsib le source and no other supplies or services will satisfy agency requirement, Ref Note #22. This action is sole source to AM General LLC, 408 South Byrkit Street, Mishawaka, IN 46544. AM General is the manufacturer of the HMMWV and the only known source with the expertise, knowledge, capability, and personnel required to implement this type of logistical, technical and engineering support. The proposed contract is a fixed price incentive fee (FPIF) contract which will cover all support and all parts for 500 HMMWVs with two option quantities of 1,000 HMMWVs. The contractor must be able to provide all parts associated with this program, a logistical system in place based on Just in Time Inventory, and Production Engineering and Technical Support in all are as associated with the RECAP program without exception and must be able to do this to support the production line within 120 days of contract award. All responsible sources may submit a quotation, which shall be considered by this agency.
