Description
SOW PART A ? GENERAL INFORMATION A.1 INTRODUCTION A. This requirement is to remove existing glass wall, and re-install to extend the area for TCBY/JAVA Hut. B. Install new glass wall and door to access to the store relocate in front lobby area at the entrance to the KNCO Club, Building 621, Kadena AB. C. Replace the existing door (inside) for ?free open type double door?. A.2 BACKGROUND KNCO Club building 621, is assigned to the 18th Services Squadron. This facility offers a variety of services to our members, providing entertainment, food and social activities. For relocate from the dining area will improve overall efficiency. A.3 SCOPE OF WORK The purpose of this work is to make better access for the customer of the TCBY/JAVA Hut. Also the existing door need to replace because is hard to open for get into the facility. SOW PART B ? WORK REQUIREMENTS TECHNICAL REQUIREMENTS B.1 TASK 1 REMOVE EXISTING GLASS WALL AND RE-INSTALL TO EXTEND THE AREA FOR TCBY/JAVA HUT AND INSTALL NEW GLASS WALL AND DOOR TO ACCESS TO THE STORE RELOCATE IN FRON OF LOBBY AREA AT THE ENTRANCE OF THE CLUB. B.1.1 The contractor will provide all necessary tools and manpower to remove existing glass wall, new glass walls and wall to install to facilitate TCBY/Java Hut relocation in front lobby area at the entrance to the KNCO Club. B.1 TASK 2 NEED TO REPLACE THE EXISTING DOOR (INSIDE OF LOBBY AREA) FOR ?FREE OPEN TYPE DOUBLE DOOR?. B.1.2 The contractor will provide all necessary tools and manpower to remove the existing door and install new door because is hard to open for get into the facility. SOW PART ? C SUPPORTING INFORMATION C.1 PLACE OF PERFORMANCE All tasks listed in this SOW shall be performed at the KNCO Club, building 621, Kadena AB. The Contractor?s personnel are restricted to the area of installation only. Transiting of areas not in the contract is not permitted except as required in the performance of this contract. C.2 PERIOD OF PERFORMANCE The period of performance for this contract shall not exceed 35 days after date of contract. The Contractor shall be allowed to work hours as directed by club manager, excluding the following U.S. legal holidays: (1) 1 January New Year?s Day (2) 3rd Monday of January Martin Luther King?s Birthday (3) 3rd Monday of February President?s Day (4) Last Monday of May Memorial Day (5) 4 July Independence Day (6) 1st Monday of September Labor Day (7) 2nd Monday of October Columbus Day (8) 11 November Veteran?s Day (9) 4th Thursday of November Thanksgiving Day (10) 25 December Christmas Day When U.S. Government legal holidays occur on Saturday or Sunday, the preceding Friday or following Monday shall not be considered workdays until changes in work schedules are approved by the Contracting Officer. Any deviations from the above shall be submitted in writing to the Contracting Officer for approval on a case-by-case basis. C.3 SPECIAL CONSIDERATIONS C.3.1 CONTRACTOR-FURNISHED MATERIALS The contractor shall furnish materials necessary for their installation. C.3.3 AVAILABILITY OF LATRINE Latrines are available in the building/work area. C.3.4 AVAILABILITY OF UTILITY SERVICE The Government will furnish electricity and water to the Contractor at no cost in accordance with FAR 52.236-14 entitled ?Availability and Use of Utility Services?. C.3.5 CLEAN UP OF AREA All Contractor-generated debris and rubbish shall be collected daily at the end of the day and deposited at locations designated by the COR. Pick up solid wastes, and place in containers, which are regularly emptied. Do not prepare, cook, or dispose of food on the project site. Prevent contamination of the site of other areas when handling and disposing of wastes. On completion, leave the areas clean, control and dispose of waste. C.3.6 DISPOSAL OF SALVAGEABLE/UNSALVAGEABLE MATERIALS Materials and equipment to be removed will remain the property of the U.S. Government, unless determined to be unsalvageable. The determination of which materials are unsalvageable will be made by the COR. Daily, unsalvageable materials will be disposed outside U.S. Government installations, at no cost to the U.S. Government, in accordance with Government of Japan, prefecture of Okinawa, and municipal laws or provisions. Salvageable materials shall be delivered to a warehouse or storage area as specified by the COR at no cost to the U.S. Government. C.3.7 INTERFERENCE WITH GOVERNMENT OPERATIONS The contractor shall establish work procedures and methods to avoid interference with existing operations within or adjacent area that is not a part of this project. C.3.8 INTERPRETER The Contractor shall have an English-speaking representative on the job site at all times during the performance of work under this contract. Failure to provide such representative could result in the Contractor?s work being stopped (at his/her expense) until such time as one is provided. C.9 TROPICAL CYCLONE CONDITIONS OF READINESS (TCCOR) In order to protect U.S. Government property, the following actions will be taken upon declaration of Tropical Cyclone conditions and/or high wind warnings. C.9.1 TROPICAL CYCLONE CONDITION 3 When Condition 3 is declared, the Contractor will perform general area clean up which will exceed the requirements contained in contract clause 52.236-12 entitled Cleaning Up. All loose debris, waste and excess Contractor owned supplies, materials and equipment would be removed from U.S. Government facilities and disposed of off base in accordance with local Prefecture and Japanese laws at Contractor?s expense. Work may continue provided effective and adequate clean up has been accomplished. C.9.2 TROPICAL CYCLONE CONDITION 2 When Condition 2 is declared, all exterior work will cease immediately and interior work will be continued until Condition 1C is given. The Contractor will take the necessary action listed below to secure the job site against damages, which may result from anticipated weather conditions. The Contractor may be called at any time to complete tropical typhoonization; therefore, he will provide emergency telephone numbers and/or addresses where at least two (2) officials of the company may be reached and notified that immediate typhoonization is necessary. The individuals named by the Contractor shall be responsible for monitoring the various forms of communications (i.e., local and AFN radio and television stations) during the typhoon season. The Contractor is responsible for ensuring these individuals are available during and after duty hours - to include weekends. C.9.2.1 GENERAL AREA CLEAN UP Clean up and disposal of loose debris and waste will continue as directed by Paragraph C.9.1 above. C.9.2.2 CONTRACTOR FIELD OFFICE All Contractor field offices, if any, will be either (i) removed from the military installation or (ii) securely anchored by heavy cable as approved by the Base Civil Engineering representative. C.9.2.3 CONTRACTOR EQUIPMENT All medium size equipment will be removed. The contractor will be responsible for all of his equipment. C.9.7.3 TROPICAL CYCLONE CONDITION 1 When Condition 1 is declared without the normal progression through Condition 3 and/or 2, the Contractor will take actions listed in Paragraph C.9.2.1 through C.9.2.3 above. These actions will commence immediately upon declaration of Condition 1. The Contractor will be notified either at the job site or at the emergency phone numbers and/or addresses when tropical typhoonization is required in accordance with this paragraph. C.9.4 HIGH WIND WARNING When wind gusts of 30 knots per hour or greater are forecasted, the Contractor may be required to accomplish general area clean up in accordance with Paragraph C.9.2.1 above; to bundle and securely tie or securely cover and weight small wooden items, to remove and secure wooden barricades and to remove loose materials from roofs and other high unprotected areas. C.9.5 SALVAGEABLE MATERIAL Salvageable material may not be taken to Defense Reutilization and Marketing Office after a tropical cyclone condition is declared. The Contractor will be responsible for tropical typhoonization of such material. C.9.6 CONTRACTOR?S REPRESENTATIVE Contractor?s representative will not leave the job site after notification under Paragraphs B, C and D above until the area has been inspected and cleared by a Base Civil Engineering representative. The Contractor may request an inspection by calling Chief, Construction Management, Telephone Number 634-2191 or 632-8551. C.9.6.1 Contractor shall provide to the Contracting Officer the names, addresses, and telephone numbers of at least two individuals (who speak English) who can be contacted during typhoon emergencies. C.9.6.2 Individuals named by the Contractor shall be responsible for monitoring the various forms of communications (i.e., local and AFN radio and television stations) during the typhoon season. The Contractor is responsible for ensuring these individuals are available during and after duty hours - to include weekends. C.9.7 PROJECT CLOSEOUT Upon notice by the contractor that the project is ready for inspection, the government appointed representative should, at a date and time mutually convenient, inspect the work for quality of demolition and conformance with the drawings and specifications.
