Description
Defense Supply Center Richmond intends to negotiate with responsible concerns for the establishment of a one-year, Indefinite Quantity Contract for the supply of Industrial Compressed Gases to various Army and Air Force units in Germany, including the 3rd COSCOM at Wiesbaden, the 1st Armored Division at Wiesbaden, the 86th MSC at Ramsten, the 21st TSC at Kaiserslautern and 1st Infantry Division at Kitzingen. Units deployed to Iraq or Afghanistan will be supplied through shipments to Defense Distribution Depot Germersheim. Other units in Germany may be added during the life of the contract. Other customers outside of Germany may be serviced during the life of the contract but the successful contractor will only have to deliver the gases to Germersheim. Deliver FOB origin in one (1) to three (3) days depending on the priority of the order. Successful contractor must have capability to receive Electronic Delivery orders. Goverment furnished cylinders with valves will be supplied, as well as steel-pallets. When the Government steel pallet supply is exhausted, contractor will provide steel pallets. Shipments to Iraq and Afghanistan shall be shipped via MIL-AIR wooden pallets. ADR allows wooden MIL-AIR palletization when properly prepared, When Government supplied pallets and spacers are exhausted, contractor will supply pallets and spacer material material. MIL-AIR palletization is detailed in MIL-STD-2073 and MIL-STD-147. Gases that are required are: acetylene in 10 CF, 40 CF, 190 CF and 225CF capacities in accordance with BB-A-106C; Argon in 246 CF, 251 CF, 381 CF and 578 CF capacities in accordance with MIL-A-18455C; Carbon Dioxide in 50 pound non-medical and 15 and 50 pounds for fire protection in accordance with BB-C-101B; Helium in 216 CF capacity in both Grades A and B in accordance with BB-H-1168C; Hydrogen in 211 CF capacities for grades A and L and 78 CF in accordance with BB-H-886D; Nitrogen in various grades and capacities ranging from 104 CF to 494 CF in accordance with AA-59503; Technical Oxygen ranging from 27 CF to 308 CF in accordance with BB-O-925A and Propane in 20 and 100 pound capacities in accordance with GPA standard 2140-97. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
