Description
This public announcement is being issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, with the selected source via single source procedures. The FAA intends to award a contract to T.C. Meuninck to provide his expertise in developing and implementing the Airport Resource Management Tool (ARMT) software functionality for the Washington Metro ARMT application, providing maintenance and adaptation at other locations, and helping to baseline the software and documentation. The ARMT product serves to fill a gap in the FAA's terminal automation and traffic management programs and has proven itself to be an important tool to help controllers and traffic management specialists in improved performance of arrivals and departures within busy terminal areas. The contract period of performance is from date of contract award with a base year and one option year to be exercised at the Government's discretion. The award will be made on a single source basis because T. C. Meuninck was instrumental in developing and implementing the ARMT while a government employee. In particular, T. C. Meunick is the only source code developer and maintainer for this tool. T. C. Meuninck provides the knowledge and expertise to meet the critical delivery schedule established to provide NAS delay and operational safety improvements at FAA ATC facilities in the Washington Metropolitan Area. The ARMT application presently lacks software and configuration documentation necessary to permit contract performance by anyone else in a timely manner. T.C. Meuninck is the single source of corporate knowledge on the ARMT software, his expertise is essential in order for the FAA to meet its goals and commitments.
