- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATE OF OHIO THE ADJUTANT GENERALS DEPARTMENT 2825 West Dublin Granville Road Columbus, Ohio 43235-2789 (SCOPE OF WORK) SUBJECT: Contract Guidelines and Instructions Contract for Repair of: HMMWV complete body repair and paint as required. Special Instructions as follows; the word customer to represent (Ohio Army National Guard) this will be an on going contract which will be a blanket type contract. It will start on the date of acceptance and be in place for one (1) year after the date of a cceptance. Customer reserves the right to extend the contract beyond one (1) year if needed. Customer will require a turn around time for each vehicle being repaired by the contractor. 1. Customers Responsibility (Ohio Army National Guard) 1. The Ohio Army National Guard will supply the following; (Chemical Agent Resistant Coating CARC paint.) A. paint thinner as required NSN 8010-01-200-2637 B. paint primmer as required NSN 8010-01-193-0517 C. paint colors as required; Green NSN 8010-01-229-9561, Brown NSN 8010-01-229- 7544, Black NSN 8010-01-200-7541 2. Customer reserves the right to inspect the work being completed and accept or reject the completed work, if the work is rejected it will be at the contractor cost. 3. Customer will deliver and pick up all vehicles needing complete body repair/paint to the site where work is being performed. 4. MSDS sheets will be provided by the CSMS 2. Contractors Responsibility 1. Contractor will provide a complete cost estimate to include all body parts/materials and labor per vehicle so that the customer will be able to assess the total cost of the project. 2. Contractor will insure that all the military vehicles at the shop site are parked in a secure area at all times, this is a must. 3. Contractor will paint all vehicles in the (3) color Camouflage Pattern as required. 4. Contractor will follow all regulations/instructions that pertain to the military type (CARC) paint to include the preparation of and application of primers and paint. 5. EPA and OSHA certified paint facilities are required. Documents must be provided with estimate. 6. Safety, Surface Preparation, Camouflage Painting guidelines as per Army Publication. See attachments #1 Safety TM 43-0139,#2 Finish System TM 43-0139, #3 CARC System TB 43-0242. 7. Contractor will provide a turn around time schedule per vehicle to the customer. 3. Scope of Work a. Surface Preparation 1) Follow TM 43-0139, page 3-1 (see attachment #2 enclosed) 2) TB 43-0242, page 5-6 (see attachment #3 enclosed) 3) Removal of all rust, corrosion products, oil, grease, moisture dirt, fouling organisms, loose and blistered paint, deteriorated old paint, and other surface contaminates. A full media blasting is not required if old paint is sound and well bonded. b. Pre-Wash 1) Required only on bare metal 2) TB 43-0139, page 3-1 (see attachment #2 enclosed) 3) TB 43-0242, page 5-7 (see attachment #3 enclosed) c. Epoxy Primer 1) Required only on bare metal 2) TM 43-0139, page 3-1 (see attachment #2 enclosed) 3) TB 43-0242, page 6-7 (see att achment # 3 enclosed) d. Painting 1) TM 43-0139, page 3-4 (see attachment #2 enclosed) 2) TB 43-0242, page 1-7 (see attachment #3 enclosed) 3) Each vehicle will be painted in the same camouflage pattern as previously painted before start of work. This contract is for $150,000.00, this figure will probably increase but that is not implied nor guaranteed. The work needs to be performed at a location central to Columbus, Ohio becaue the Ohio National Guard will drive the vehicle to be painted and pick them up when completed. Proposals will be evaluated based on 1. past experience 2. location relative to Columbus, Ohio 3. cost to paint 1 vehicle.
