Description

The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Kelman North America, Inc., 4147 N Ravens Wood Ave, Chicago, IL 60613-1830. This purchase order is for a portable dissolved gas analysis system (Kelman Transport X System). This is the only company found to use the photoacoustic spectroscopy process for measuring moisture in oil. The system is used for analysis of dissolved gases in transformer, tap changer, and circuit breaker oil. Dissolved gas analysis is an important component in determining the condition of transformers and thus avoiding expensive failures/outages. A system which provides on-site analysis in accordance with IEC Standard 567 is required. The photoacoustic spectroscopy process is required to facilitate use by plant personnel without the need for extensive training. The photoacoustic spectroscopy process is a more user-friendly process and does not require extensive training to learn testing procedures. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is March 8, 2005.
