- THIS SOLICITATION IS GOING TO BE MADE ON A SOLE SOURCE BASIS TO ABAQUS INC. WE ARE CURRENTLY USING THIS SOFTWARE LICENSE AND THE RENEWAL LICENSE NEEDS TO BE COMPATIBLE. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Qty 27- ABAQUS/Standard,ABAQUS/Explicit,ABAQUS/Aqua, ABAQUS/Design-Lease Qty 1- ABAQUS/CAE(Complimentary) - Lease Qty 2- ABAQUS/CAE - Lease Qty 1- I-deas-Lease All responsible sources may submit an offer which shall be considered by the agency. Delivery to MSFC will be on or around March 15,2005. Delivery shall be FOB Destination. Offers for the items(s) described above are due by COB March 11,2005 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), .Offerors must complete the online representations /certifications via www.bpn.gov (Click on ORCA link) If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Allison K. Sandt/ESAS (allison.k.sandt@msfc.nasa.gov) no later than March 10,2005. Telephone questions will not be accepted. [IF SELECTION WILL BE BASED ON LOWEST PRICE TECHNICALLY ACCEPTABLE SOURCE SELECTION PROCESS (FAR 15.101-2)] Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
