Description
Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ?proposal? and ?offeror? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: sources sought only. Description: The government is seeking sources for dedicated aircraft and crew(s), on-call 24 hours/day, 7 days/week to transport both passengers and palletized cargo, in combination, with a minimum carrying capacity of 70 passenger seats and three 463L Pallets, 88? x 108? x 56? H within the Western Pacific region. Theater destinations include, but are not limited to: FJDG RJSM RKTH RPLC VGZR WPDL PGUA RJTA RKTN RPLL VHHH WSAP PTPN RJTY RODN RPMZ VIDP YPDN RJAW RKJK ROTM RPVM VTBU YPEA RJFF RKPK RPLB RPVP VTUD YPED RJFU RKSM RKSO VCBI WMKD YPPH RJOI RKTH VCCC WMSA YPTN YSRI Aircraft will operate from military air bases (DoD, NATO and host-nation military) and will fly intra-country and intra-theater missions. Cargo carried with passengers includes hazardous materials and ordnance. Aircraft must have a max engine thrust to max take-off wt ratio greater than or equal to 0.28 and have a range not less than 3,400 nm with 5,000 lbs cargo. Aircraft must be certified IAW FAR Part 25, Part 34, Part 36, and Part 121. Qualified U.S. crew(s) required. Meet lift requirements of the following operational tempos: Steady-State Avg. aircraft required 2.2 Avg. missions/month 37 Avg. flight hrs/month 374 Typical mission ranges (nm) 1,000 to 14,000 Avg. work/month 8.8 hundred-million lb-nm Surge Avg. aircraft required 3.6 Avg. missions/month 60 Avg. flight hrs/month 599 Typical mission ranges (nm) 1,000 to 14,000 Avg. work/month 1.4 billion lb-nm War Avg. aircraft required 6.2 Avg. missions/month 105 Avg. flight hrs/month 1046 Typical mission ranges (nm) 1,000 to 14,000 Avg. work/month 2.4 billion lb-nm Carrier shall be able to adjust schedules as needed to respond to requirements: 20% changed en route, 49% changed less than 24 hours prior to departure and 90% changed less than 72 hours prior to departure. Most locations have a K-loader available and all locations should have a forklift. Airport services will be considered reimbursable. Cargo pallet dimension requirements are firm to accommodate bulk items. Carrier must be US-flagged. Service shall be for a base year plus 4 option years. Request a rough cost estimate for this effort.
