Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: The construction of an approximately 100,000 square foot secure Command and Control Facility with emergency operations space, secure operations area, administrative areas, executive office areas, confer ence rooms, locker rooms, latrines and break areas. The new facility will include raised floor systems, an energy monitoring and control system, an emergency power generator, uninterruptible power supply, intrusion alarm systems, and secure and non-secure data information systems. Support facilities to be constructed include water, sewer, gas, and electric services; fire protection (including wet pipe sprinkler system); parking, access drives, sidewalks, storm drainage; and other site improvements, to inc lude landscaping. Seven buildings (approximately 50,000 SF) will be demolished. Providing and installing furniture may be included as a contract option. This project is a showcase for sustainable design with Gold level of sustainable design features as measured through the use of Sustainable Project Rating Tool (SPiRiT), a modified version of the U.S. Green Building Council LEED Green Building Rating System. This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request fo r Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical propo sal will be evaluated using the following factors: 1) Corporate relevant specialized experience, 2) Construction - Past Performance, and 3) Construction Duration. The Government reserves the right to reject any and all offers. The anticipated price range is $15,000,000.00 to $25,000,000.00. Options will be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will also be available on or about April 1, 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
