- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Navy plans to upgrade one of their submarine Periscopes to incorporate an infrared imaging capability. The Navy has both 8B Mod 3 (36 ft.) and 8J Mod 3 (45 ft.) Periscope Masts in the fleet that now require conversion to the Mod 4 configuration to support an infrared module. Production drawings are available for the 8B Mod 3 (36 ft.), 8K Mod 4 (34 ft.) and 8J Mod 3 (45 ft) to support both conversions and builds. The Naval Undersea Warfare Center Division Newport anticipates acquiring on a Firm Fixed Price basis the conversion of up to six (6) Type 8B Mod 3 Masts to Type 8K Mod 4 Visual Masts and the build of one (1) Type 8K Mod 4 Visual Mast. A line item for the installation of “guide shoes” will used for those conversion units that are not presently in that configuration. The basic requirement also contains line items for Data, Provisioned Item Ordering and Monthly Production Progress Reports. Options are anticipated to require the build of two (2) 8B Mod 3 Masts; conversion of up to a total of forty-two (42) 8B Mod 3 to 8K Mod 4 Visual Masts; build of up to fourteen (14) 8K Mod 4 Visual Masts; build of up to four (4) 43 foot optical length 8 Mod 4 Visual Masts and fabrication of one (1) lot of Visual Mast Conversion Spares. The Navy plans to integrate the Masts with the Infrared Sensor, Operator Viewer and ancillary units to form the Type 8 Mod 4 Periscope Set for all SSN and SSGN Class submarines. Evaluation factors include Technical/Management Approach, Past Performance, Personnel, Facilities and Price. Contract award will be made on the basis of Best Value to the government.
