- This is a draft pre-solicitation notice for Contract Security Guard Services. This notice is issued in advance for informational purposes. The government intends to issue a solicitation on or about 31 Mar 05. The contractor is responsible for providing armed security guards for Installation Entry Control (IEC), Visitor Control Center (VCC), and Commercial Vehicle Inspection (CVI) to support the protection of people and property in conjunction with the Security Forces Unit at Air Force installations responsible for overall security, law enforcement, and anti-terrorism/force protection services. The North American Industry Classification System (NAICS) code for this solicitation is 561612, Security Guards and Patrol Services. The small business size standard is $10.5 million. This acquisition is subject to legislative authority to award a contract for increased security guard functions, in accordance with Section 332 of the National Defense Authorization Act (NDAA) for Fiscal Year 2003 (Public Law 107-314), as amended by Section 324 of the NDAA for Fiscal Year 2005 (Public Law 108-375). The current authority to contract for security guards expires 30 Sep 06. Any resulting contracts stating exercise of options will be contingent upon extension of this authority. The acquisition is contingent upon the availability of funds in accordance with FAR 52.232-18. Although full funding is not currently available for this project, this pre-solicitation notice is issued in good faith and funding for the basic year is anticipated. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability. This acquisition will be conducted using Full and Open competition procedures. There will be four to five regions being competed in this solicitation with an undetermined number being set aside for small business. Although small businesses may submit proposals for any region, preference will only be given in the set-aside regions. Large businesses may also submit proposals for any regions with their initial proposal submission. However, the proposals submitted by large businesses on the small business set-aside regions will not be considered unless, through the evaluation process, it is determined that all proposals submitted by small businesses for any of the small business set-aside regions are unacceptable for award. In that case, the large business proposals may be evaluated for those regions where small businesses cannot perform. If it is determined that small businesses are capable of performing in any or all small business set-aside regions, then awards will be made to small businesses and large business proposals will not be evaluated for those awarded regions. This acquisition will be solicited as a Request for Proposal, Source Selection to be conducted in accordance with FAR Part 15. A firm-fixed price Indefinite Delivery Indefinite Quantity type contract(s) will result from this solicitation. The anticipated performance period will be a 12-month base year with four 12-month option periods. Estimated Request for Proposal Issue Date: 31 Mar 05. Estimated Proposal Closing Date: 2 May 05. The directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to offerors, of the solicitation.
