- Description
- The Department of Health and Human Services/Program Support Center (DHHS/PSC) intends to negotiate a sole source contract with Mr. Doug Rennie, Scottsdale, Arizona 85255 for the DHHS/Office of Inspector General/Office of Audit Services (OIG/OAS). The OAS has a requirement for the review of OAS statistical software, RAT-STATS 2005 and RAT-STATSII Visual Basic code, for the revision and updating of the code, and for advising OAS regarding compatibility of the code with latest Microsoft operating systems. The contractor shall possess all of the following necessary knowledge, skills, and abilities: (1) requisite detailed knowledge of OAS sampling procedures; (2) extensive experience working with OAS auditing procedures; (3) extensive knowledge of governmental accounting standards and generally accepted statistical auditing principles; (4) extensive knowledge of OAS statistical and estimation policies; (5) extensive knowledge working with DHHS agencies; (6) extensive knowledge of OAS reporting requirements; (7) extensive experience writing statistical software using MS Visual Basic; (8) extensive experience interfacing MS Excel or MS Access with MS Visual Basic; (9) extensive experience interfacing microcomputer applications with DHHS mainframe computer applications; (10) proficiency with MS Office Suite and other personal computer applications; (11) extensive experience with the statistical algorithms used in the RAT-STATS software to estimate sample sizes and parameter values; (12) extensive experience with computing estimates using RAT-STATS software; (13) experience performing and documenting tests of random number generators; (14) extensive experience performing independent validation and verification of statistical software; (15) extensive experience working with auditors at various levels and for a variety of purposes; (16) knowledge of Medicare and Medicaid claims; (17) extensive experience working with computer operating systems; and (18) knowledge and understanding of the process by which auditees can challenge statistical estimates to the Administrative Law Judges on the Department Appeals Boards and in courts of law. The period of performance will be for one year from the date of award. The authority for this noncompetitive award is 41 U.S.C. 253 (c) (1) as set forth in FAR 6.302-1. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the required services. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. This notice is NOT a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses to 05EOIG002398 must be in writing. If no affirmative responses are received within 15 days from the date of publication of this notice, the Contracting Officer will proceed to issue a contract to Mr. Doug Rennie.
