- Questions received on RFQ W74V8H-05-R-0022 Q1. Is there a tab C in the proposal? A1. Yes tab D should read tab C. Q2. Is Past Performance a part of the 10 page limit portion of the Technical Approach, or is Past Performance a separate section? If so, is there a page limitation on Past Performance? A2. Past Performance is a separate section; there is no page limitation. Q3. It appears that some items such as PAPR blower units, batteries, chargers, staplers are missing from your list of required supplies under pricing. Are there additional items that should be included? A3. 36 Staplers. Q4a. On pg. 34 of the RFP under Mail Handling Requirements the statement reads -Analyze the samples using a PFPA approved process-. This statement implies that there are already existing PFPA sample analysis processes which must be maintained/utilized. Is this correct? A4a. Yes, this is correct. Q4b. If yes to above: Who is expected to perform these sample analyses-- the contractor for the work proposed here or existing (other) lab entities not part of this RFP? A4b. The contractor for the work proposed here- this is stated in the subsequent paragraphs. This paragraph in the question is the fourth paragraph of a related group of paragraphs, starting with the Paragraph beginning with --The contractor shall conduct PFPA approved surface screening of the inlet filters&.--. Perhaps these related paragraphs of the sequence describing the testing would have been better laid out as: The contractor shall conduct PFPA approved surface sampling of the inlet filters from the downdraft table twice per day (after screening the morning shipment and at the end of the day). It should take approximately 30 minutes for two people to accomplish the sampling using the basic steps below: a) Turn off the downdraft table and disconnect the filters from both ends of the downdraft table. In doing so, the intake surface of the second (middle) filter should be visible. b) Using the filter-pads and sampling buffer provided by PFPA, moisten the filter-pads. Rub the filter-pad across the filter surface, covering approximately a 12inch by 12inch region. The sampled region should vary between samplings, allowing the total f ilter surface to be sampled over time. c) Re-assemble the downdraft table and turn its power back on. Analyze the samples using a PFPA approved process. d) Record and report sampling information using a PFPA approved protocol after each sampling. Q5) Since I see no requirements for personnel for this program who are trained in the use of molecular or immunological testing equipment for bio-threats, I surmise that this RFP details only the need for sampling personnel/mail processors, not technical biological testing personnel. Is this correct? A5) There is NO REQUIREMENT for the contractor to provide personnel trained in molecular or immunological testing equipment for bio-threats. NO technical biological testing personnel are required for this contract. The testing that will be performed by personnel under this contract is very simple, and can be performed by personnel with NO laboratory training. The testing kits used are very similar to test kits available to consumers as over-the-counter tests at a lo cal pharmacy. Please note that the due time/date has been extended to 1:00PM EST on 15 March 2005.
