- NASA/MSFC plans to issue a ?Draft? Request for Proposal (DRFP) on or about March 29, 2005 to seek industry comments for the Engineering, Science and Technical Services (ESTS) contract. It is anticipated that an industry briefing/tour at the NASA/MSFC in Huntsville, AL 35812 will be conducted within 10-days after the release of the DRFP. This will be followed by the posting/issuance of a ?Final? RFP (FRFP) seeking proposals from interested and qualified offerors. The ESTS is a follow-on contract to the current Engineering, Science & Technical Services contract, with the exception of removing a certain level of science research services and business services requiring limited access to confidential business information (CBI). Additionally, the In-Space Technology Assessment (ISTA) support will be included in this acquisition. The ESTS contractor will be required to provide technical experts and technical excellence in a wide range of engineering and scientific disciplines. The contractor will also provide technician, program management, and limited business support services. The Service Contract Act of 1965, as amended May 1989, is applicable to this acquisition. Period of Performance: October 15, 2005, through October 14, 2006, with four (4) one (1)-year options. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541330 Engineering Services and $23.0M, respectively. The DPAS Rating for this procurement is DO-C9 Small business goals for this procurement are as follows: Small Business Goal - 40% Small Disadvantaged Business ? 18.0% Women Owned Small Business ? 9.0% Historically Under-Utilized Business Zone (HUBZone) SB ?2.0% Veteran/Service Disabled Veteran Owned Small Business ?1.5% Historically Black Colleges and Other Minority Institutions ? 0.5% All responsible sources may submit an offer to the FRFP, which shall be considered by the agency. The anticipated release date of a DRFP is on or about March 29, 2005. Industry comments shall be due 14 days after the release date of the DRFP are due. The anticipated release of the FRFP is on or about April 25, 2005, and the anticipated offer due date in response to the FRFP is on or about JUNE 10, 2004. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
