Description
On 11 March 2004, on behalf of the Naval Facilities Expeditionary Logistics Center (NFELC), Port Hueneme, CA, the Naval Facilities Engineering Command Contacts Office posted a notice to the FedBizOpps web site seeking information on commercial sources for truck bodies including: 1,500-gal fuel distributors; 2,000-gal water distributor, field service, asphalt distributor, earth auger, tier and lube service, and aerial platform. Based on the responses received to sources sought notice, NFELC believes that standard commercial off-the-shelf (COTS) bodies will meet the Navy?s special purpose vehicle requirements and where they do not, minor changes to the design/configuration (i.e., modified-COTS) will yield acceptable results. As such, it is intended to use commercial products, processes and practices to reduce development, production and operational support costs. NFELC is now seeking industry comments on a draft specification for the fuel, water and asphalt distributors, earth auger and field service bodies. Potential vendors will have an opportunity to address: (1) Whether the specification will yield COTS/modified-COTS solutions; (2) Their ability to meet specified requirements; (3) If there are specific items requiring clarification for responsive industry proposals; and, (4) Specified requirements that unnecessarily drive system procurement or lifecycle costs. Comments received by April 15, 2005 will be considered by the Government for basis of modification to the specification documents. Comments will not be directly responded to but may be addressed collectively at a future date during or prior to solicitation.
