- Notification of Contract Action (NOCA) for AN/TRN-45 Mobile Microwave Landing System (MMLS) This announcement constitutes a Notice of Contract Action (NOCA) for a proposed Annual Service Agreement (ASA) for the Mobile Microwave Landing System (MMLS). Electronic Systems Center (ESC) is planning to acquire support for the AN/TRN-45 MMLS fleet. The Global Air Traffic Systems Group (GATSG), ESC, Hanscom Air Force Base, Massachusetts, proposes to award to Textron Systems Corporation a follow-on contract that provides Contractor Logistics Support (CLS) for 37 AN/TRN-45 (NSN 5825-013269749), Mobile Microwave Landing Systems (MMLS). The current MMLS CLS contract (F19628-00-C-0079) was awarded in Sep 2000, to Textron with a performance period that ends June 2005. The follow-on MMLS CLS contract is anticipated to include a one-year base period of performance with four one-year options. The estimated value of the follow-on contract will be approximately $15M over the five-year period of performance, with an average value per year estimated to be approximately $3M. The contract will be awarded pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, to wit: only one responsible source available to satisfy agency requirements. DESCRIPTION The MMLS is a portable, ground based microwave transmitter that provides a precision approach and landing capability for Microwave Landing System (MLS) equipped aircraft operating under adverse conditions including inclement weather and hostile environments. The Government plans to furnish the initial spare parts inventory to be maintained by the contractor. Data rights are currently owned by Textron. This notice of intent is not a request for competitive proposals. The Government anticipates award of the contract on or about 23 May 2005. This NOCA does not constitute a Request for Proposals. It does not restrict the acquisition approach the Government ultimately implements, nor should it be construed as a commitment by the Government.
