- NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTES ARE BEING REQUESTED. The North American Industry Classification System (NAICS) Code is 541380--Testing Laboratories and the small business size standard is $5 million. The solicitation number is RFQ-RT-05-00177, and the solicitation is being issued as a Request for Quotation (RFQ). A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This solicitation is being procured under full and open competition. The U.S. Environmental Protection Agency (EPA), Research Triangle Park, North Carolina is responsible for procuring, testing and distributing filters of high purity to the State/local air pollution control agencies. Quartz filters are used with a size selective sampler (SSI) to collect PM-10 (particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers) samples. Glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. EPA obtains the filters each year from a contractor and has them shipped to EPA for acceptance testing within 90 days. If the acceptance testing confirms that the filters meet EPA's specifications for physical and chemical properties, the EPA distributes the filters to the State/local air pollution control agencies. The purpose of this acquisition is procure services to accept, test, store and distribute glass and quartz fiber filters. Specific details of this requirement will be outlined in the Statement of Work (SOW). Offerors should review the RFQ and Statement of Work and other information posted on EPA's website at the following address: http://www.epa.gov/oar/rtp_cmd. Please submit two copies of the technical proposal and price proposal. The period of performance is date of award thru one year with the option of exercising an optional requirement. EPA expects the delivery of the filters in May 2005. The Government will make an award to the responsible offer or whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the proposal. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items; 52.204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration and the following additional FAR clauses which are cited in Clause 52.212-5; 52.222-21, Prohibitions of Segregated Facilities; 52.222-26, Equal Opportunity; 52-222-35, Affirmative Actions for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical approach; (ii) past performance; and (iii) price. Award will be made to the lowest priced, technically acceptable offer. Details of the technical evaluation criterion are listed in the SOW.
