Description
NASA/GRC has a requirement for design and fabrication of a engine test support hardware for the PW 308 engine test that is planned for the June 2005 timeframe. Hardware to be designed to the PSL Test Article System Criteria (TM 106598) requiremenst including a FS 3.0 on yile and 5.0 on Ultimate stress. All inlet ducting shall be anodized aluminum and duct support to be carbon steel painted with 2 coats of aluminum paint. All ducting and ducting components to be designed for the following service: Media = Air Design Press. = 15 psi Design Temp. = 200?F Oper. Press = 5psi Oper. Temp. = 150?F to -40?F All inside duct surfaces shall be smooth, round and without any forward facing steps when assembled, that would cause flow turbulence in the air going into the engine inlet. It will be the vendor?s responsibility to do this final fit up and verification of all the mating ducts at his shop. Hardware to include the following: Adapter duct for distortion duct EFD 96031 Slip seal duct adapter plate Fixed duct, approximately 11? long Duct support with shims Fasteners Duct shims (1) .50, (1) .25 NASA/GRC intends to purchase the items from Aero Systems Engineering, Inc., pursuant to 10 U.S.C. 2304 (c)(1), Only one responsible source and not other supplies or services will satisfy agency requirements. Aero SYstems Engeineering of St. Paul, MN is uniquely qualified to design and fabricate the new inlet ducting pieces, since they are an extension of existing hardware and pieces previously manufactured and assembled by ASE. The specifications, tolerances, mechanical strength and assembly techniques are only known by ASE. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, March 18, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
