- The Environmental Protection Agency, Office of Transportation and Air Quality (OTAQ) National Vehicle and Fuels Emission Laboratory (NVFEL), Advanced Technology Division (ATD) is continuing work to develop advanced clean and fuel efficient automotive technology to better protect the environment and save energy. This Clean Automotive Technology Program includes development, research and testing of hybrid vehicle technologies to examine their fuel economy and reduced carbon dioxide emission potential. EPA seeks proposals to provide the Agency with advanced engine and vehicle control support for advanced automotive engines and fuel-efficient hybrid drive vehicles. The engine control systems may be for one of a kind, clean combustion engines with efforts focused on testing for emissions and improved efficiency (lower carbon dioxide emissions). The supports services would include developing, assembling, installing, maintaining and optimizing engine control systems. It is expected that some of the support will be performed at EPA's National Vehicle and Fuels Emission Laboratory located in Ann Arbor, Michigan. The contractor shall provide all personnel, materials, services, equipment and facilities to perform the tasks identified in the Statement of Work. The Statement of Work will be included as an attachment to the solicitation. The Government anticipates the award of a cost plus fixed fee (CPFF), level-of-effort ( LOE) type contract with a twelve month term and four twelve month options. The base level of effort will consist of 5,000 hours. In addition, options will be included to increase the level of effort by up to 5,000 direct labor hours during each period. The North American Industry Classification System (NAICS) code is 541330. This is a TOTAL SMALL BUSINESS SET-ASIDE. All responsible sources may submit a written proposal which will be considered by the agency. FAR Part 12 does not apply. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA's Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP's status. It is anticipated the solicitation will be available in mid- April 2005.
