Description
The U.S. Coast Guard (USCG) C-130J Aircraft Project Office (APO) requires Power-By-The-Hour (PBH) for Rolls Royce AE2100D3 turboprop engines and Dowty R-391 propellers utilized on the C-130J aircraft fleet. The contractor will be responsible for some Intermediate and all Depot level maintenance, Supply Support, Technical Orders, Support Equipment, Contractor Field Services, and Reliability Improvements. A draft copy of the Statement of Work (SOW) is available and can be obtained at http://www.uscg.mil/hq/arsc/index.htm and by following these instructions: After entering the website, click on Contracting, then Solicitations, then HC-130J APO. Click on View C130J APO Open Solicitations. Scroll down to HSCG38-05-R-C00002. The USCG plans to negotiate on a sole source basis with Rolls Royce. A PBH or similar type of procurement vehicle is anticipated on being used with a base year and four one-year option periods. The NAICS for this project is 81130 with a small business size standard of $6.0 Mil. This acquisition is unrestricted. The contractor must have access to the most current original equipment manufacturer (OEM) specifications. To be considered for award, offerors other than the OEM must provide evidence of their ability to perform, to include their ability to obtain the necessary specifications, procedures, manuals, tooling, test equipment, and approved replacement parts from the OEM as well as their ability to provide an experienced Rolls Royce AE2100D3 turboprop engine and field service representative. The USCG cannot furnish drawings or specifications.
