- OVERVIEW: This is a firm fixed price contract with payment terms of net 30 payable via EFT from the US Treasury is standard. Offerors shall return their offer via email before the bid closing at 1630 hrs, Iraq local time, 30 March 2005. The contractor shall provide the spare parts and supplies required to repair Gas Filling Plants of the Iraqi Gas Filling Company (GFC). The requirement is to procure and provide subject equipment, parts and supplies to rehabilitate the LPG plants operation. Parts are listed in the Material list and Statement of Work attached in Section J. The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers? parts. You may submit written questions to Herman.Gaskins@CPO-Iraq.Net through 24 March 2005. Thereafter, submit your completed bid directly to the email above by the bid closing. CONTRACT AWARD. The Government may make one or multiple awards from this solicitation so each material list (GF) price must stand-alone. Offerors may submit prices for material list GF/5 through material list GF/79. Offerors are reminded that material lists may have one or more associated sub-component items. Sub-item pricing for material list must be provided to the Government on an Excel spread sheet. However, please transcribe total price of GF material lists to the attached GFC Pricing Summary Sheet. Offerors are reminded that partial pricing of sub-line items within each material list will not be considered. The Government will award a contract or multiple contracts resulting from this solicitation to the responsible offeror/offerors whose proposal conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. DEMONSTRATION OF PAST PERFORMANCE 2. PRICE The relative importance of past performance is equal to price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
