Description

The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), intends to negotiate on a sole source basis with Cubic Defense Application, Inc. (CDA), 9333 Balboa Ave., San Diego, CA 92123 to acquire 1- AN/USQ-167 Communications Data Link (CDL) System. The CDL System was designed, developed and manufactured by Cubic Defense Application, Inc. In addition, they own the proprietary rights to this system. An identical system is required to support aircraft carrier interoperability Test and Evaluation (T&E) with Naval aviation systems. The Government contemplates a Firm Fixed Price contract. Delivery of the system is required at Patuxent River, MD by 29 April 2006. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 2304 ? (1) as implemented by the Federal Acquisition Regulation FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is for not a request for competitive proposals. However, may submit a capability statement. All capability statements received in response to this notice will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The government reserves the right to process this procurement as a sole source based on the responses received.
