Description
The Space and Naval Warfare Systems Center, San Diego, intends to award two sole-source contract actions, one to Science Applications International Corporation of San Diego, CA and one to the Boeing Service Company of Huntsville, AL (teaming with Applied Research Associates of Albuquerque, NM). The contracts will procure research and development services for the implementation of a complete information technology enabled radiological and nuclear countermeasures system architecture, the design and fabrication of prototype systems to utilize and interface with existing detection systems, and the development of plans for deployment, training, operation, maintenance and sustainment of the systems. These two actions are follow-on to procurement contracts N66001-05-C-6005 (Science Applications International Corporation), N66001-05-C-6006 (Applied Research Associates), and other transaction agreement HSHQPA-05-9-0010 (made between Homeland Security Advanced Research Projects Agency and the Boeing Service Company). The contract actions represent a continuation of work initiated by the contractors under the competitive broad agency announcement BAA 04-01 "BAA for Radiological and Nuclear Countermeasure System Architectures Analysis" issued by the Homeland Security Advanced Research Projects Agency. Through the initial contract efforts, the contractors have begun the research and development required to perform the initial architectures analysis. The follow-on actions will implement the system architecture that is critically needed for homeland security. The use of any other contractors would result in substantial duplication of cost to the Government that could not be recovered through competition as well as unacceptable delays in fulfilling vital security requirements.
