- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT 1N SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. The solicitation is issued as Request for Proposal number FDA-SOL-05-00036. The NAICS code for this solicitation is 541990 with a size standard of $6.0 The National Center for Toxicological Research, Jefferson, AR is soliciting for ICP-MS Reinstallation/Upgrade of Plasmaquad. Installation ad training to be performed during Service Visits. SCOPE OF WORK ? The reinstallation includes: Exchange ICP20 RF generator, MCA Monitor and Emergency Stop Panel. The Upgrade includes: High speed 64K channel MCA, new Plasmaquad control Firmware, Plasma lab Software; PCI IEEE Communication Card; Data System-22.7; 40 GB Hard drive; 17? Flat Panel Monitor; GHZ Pentium 4 (minimum); 512 MB Ram; R/W CD Rom, 56K Internal Modem; Integrated NIC Card. Quotations are due in this office no later than April 6, 2005 by 2:00 p.m. local prevailing time. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 dated December 28, 2004. APPLICABILITY OF FAR PROVISIONS. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instruction to Offerors - Commercial Items (JAN 2005); FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) FAR Provision 52.212-4 Contract Terms and Conditions - Commercial Items (OCT 2003); FAR 52.215-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005). For paragraphs (b) and (c) of FAR clause 52.212-5 only the following are applicable to this acquisition(1), (5), (15), (16), (17), (18), (30) and (32). AR 52.215-5 Facsimile Quotations. OFFERS SHALL INCLUDE WITH THEIR QUOTE/PROPOSAL A COMPLETED COPY OF FAR PROVISION 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (JAN 2005).
