Description
Statement of Work 1. Purpose The purpose of this procurement is to obtain a meeting and lodging facility to house a seven (7) day training program sponsored by the Federal Executive Institute?s Center for Executive Leadership from August 21-27, 2005. 2. Background The Federal Executive Institute (FEI) is the federal government?s premier leadership education center. Since 1968, FEI has designed, developed and delivered executive education programs for Federal Government leaders. These programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year and a variety of open-enrollment and custom-designed programs through FEI?s Center for Executive Leadership (CEL). 3. Objectives The objectives of this procurement are to: 1. Obtain meeting space for use in an FEI (CEL custom designed) program and 2. Obtain meals and lodging for each program participant and faculty member. 4. Location Requirements 1. The contractor must be located within 50 miles of Richmond, Virginia and at least one (1) hour driving distance from Washington, DC. (The participants are required by their agency to stay at a facility that is far enough from DC they can not easily visit their offices on a daily basis.) 5. Lodging Requirements 1. The contractor must provide individual sleeping accommodations for a minimum of 30 persons for seven (7) nights. We may also need up to 10 rooms on Friday August 19th and/or August 27th for those participants flying to and from international locations 2. All rooms need to be of equal quality. 3. Handicapped accessible rooms must be available, if needed. 4. Have fitness facilities available for faculty and participant use. 6. Meal Requirements 1. The contractor must provide breakfast, lunch, and dinner to a minimum of 30 persons for the duration of the program. 2. The contractor must accommodate any special dietary needs. 3. The meals must be of high quality and offer a wide variety. 7. Break Service Requirements 1. The contractor must provide mid-morning and mid-afternoon break service daily to include; coffee (regular and decaffeinated), tea, sodas (including some diet/sugar-free), juice, bottled water, and a light snack. 8. Meeting Space Requirements 1. The contractor will provide one small conference room as a lounge and computer room to seat 8-10 people and should include three (3) tables with 2 to 3 chairs (depending on size of table)for laptops with appropriate connections and a couple of easy chairs and small sofa. The room must allow 24 hour access. 2. The contractor will provide a large meeting space to accommodate 40 to 45 people persons. The room must allow space for tables and be handicapped accessible. 3. The contractor will provide 6 breakout rooms large enough to accommodate 6 to 7 people and allow for videotaping equipment. (Room must be large enough to comfortably seat 6 to 7 people, a video camera on tripod, a TV and video tape player on mobile stand for playback and a microphone on the table). 9. Audio Visual and Information Technology Requirements The contractor must provide up to date state of the art audiovisual and information technology for presentation support in the meeting and breakout rooms. FEI may elect to provide some of the support hardware listed above (8 #3 above). Seven (7) set-ups will be required (8 #3 above). On-call technical assistance is required during all program sessions. Please provide daily rental rates for the following items. Data/video projector VHS video player DVD player PA system with microphone. PA must also provide sound inforcement for DVD, VHS, and laptop PC Flip charts Technical support personnel 10. Proposal Submission Evaluation and Award Proposals submitted under this Statement of Work will be evaluated, and a contractor selected, based on both technical and cost considerations. Please provide cost proposal information separately from the technical proposal. Please include a daily breakdown, as well as a total cost. The technical proposal should include details describing contractor?s ability to provide the service requirements listed above. The Federal Executive Institute will select a contractor, whose offer provides the best value to the government, considering primarily technical factors and secondarily price. The award may be made without discussion.
