- The United States Postal Service (USPS) is seeking information on available resources and capabilities of firms or organizations to respond to or provide support for the management of risks associated with national preparedness incidents at or impacting USPS Facilities and their daily operations within the continental United States, Alaska, Hawaii, and Puerto Rico. Incident management support aligned with HSPD ? 5 and HSPD ? 8 may include identification of threat agents, initial response to terrorism and natural disasters as well as an incident of national significance, containment of the threat agent, decontamination of the facility, transportation and disposal of contaminated materials, and laboratory or analytical support for suspected threat agents. The USPS does not intend to award any type of contract or other award instrument based on responses to this Request for Information (RFI), or otherwise provide compensation for the information solicited. Any information submitted in response to this RFI is provided voluntarily. Respondents are advised that the USPS is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. In the event a subsequent Request for Proposal or Solicitation is issued as a result of information gathered through this RFI, all RFI Respondents will be included in the source list. This RFI is open to any capable and qualified sources, including but not limited to universities, private or public companies, Government Laboratories, and Government research establishments. Instructions to Responders: Responders to this RFI should provide a high-level description of their natural, chemical, biological, and/or radiological agent response capabilities. Capabilities provided should be as specific as possible, and should identify unique technical qualifications for one or more specific agent. Capabilities may include specialized detection or identification, containment or decontamination techniques or capabilities, transportation and disposal of contaminated materials and laboratory capabilities. Submissions must have two parts. The first part may be proprietary. It must include the specific types of agents the responder is capable of managing, the range or type of incident management support that the responder is capable of performing, the responders current staffing level for each proposed area of support services, and any geographic limitations the responder may have. The first part must also include a description of prior or similar work or services performed by the performed. The first part of the submission is limited to three 8 ? by 11 inch pages with a minimum of ten (10)-pitch font size. Proprietary Data: All submittals containing proprietary data should be appropriately marked. It is the respondent?s responsibility to identify to the USPS what is considered proprietary data. The second part is non-proprietary information identifying the responder?s technical, business, and administrative points of contact, to include name, address, phone and fax numbers, and email addresses. This non-proprietary information must also include the responder?s major physical locations in the United States. The second part has a limit of two 8 ? by 11 inch pages with a minimum of ten (10) pitch font size. All responses must be in writing and delivered (a) in person, (b) by United States Postal Service (USPS) mail service, (c) by fax, or (d) by email to the address listed below (or if notice of a new address is given, the new address).
