Description
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is contemplating issuing a sole-source contract under the authority of FAR 6.302-1, Only One Responsible Source, to International Capitol Partners, LLC (ICP), a service-disabled veteran-owned small business (SDVOSB) for a Title 32 Command and Control Study. This effort will have a period of performance of 1 year from contract award and funding is currently available. There are no follow on efforts anticipated at this time. The objective of this study is to provide specialized information, options, analysis and recommendations to Assistant Secretary of Defense ? Homeland Defense (ASD-HD) on the command and control of National Guard forces in Title 32 status in Homeland Defense mission areas. A broad range of issues will be considered, including command relationships, mission appropriateness, operational criteria and processes, policy implications and funding. Successful performance of this study requires the ability of the contractor to coordinate, interface, interview, and gain access to the most senior officials of the Department of Defense (DoD), National Guard Bureau, State Governments and associated organizations, and possess an innate understanding of each organization?s complexities and protocols. The Government has carefully reviewed ICP?s capabilities, experience, and key personnel and has determined that ICP is the only company that can successfully perform this task within the required timeframe.
