- The U.S. Environmental Protection Agency (US EPA) has a requirement for program review and tracking support. This effort will be performed within the context of the Clean Air Act (CAA) and related environmental statute. The primary focus will be on sections of the CAA dealing with, but not limited to, National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), and the National Emission Standards for Hazardous Air Pollutants (NESHAPs). The support will primarily include technical review analysis and tracking. The contractor shall provide regulatory, monitoring, compliance, data base, mobile sources, planning analyses, and modeling support. The technical support effort requires the contractor to provide public hearing/meeting support; training, workshops, and seminar support; public comments/docket support; public outreach; document preparation; technical/peer review of documents; risk communication; technical/scientific review and editing; and computer software documentation and training. EPA anticipate the award of a cost-plus-fixed fee level of effort contract for a total of 107,000 labor hours consisting of a base requirement of 7,000 and four twelve-month options of 7,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 14,400 labor hours in each period. This requirement is a follow on to contract number 68D00283 with E.H. Pechan. NAICS code 541620 applies with a size standard of $5M in average annual receipts over the last three years. The solicitation is expected to be issued approximately 30 days from this announcement, as a total small business set aside. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd.. Proposals will be due approximately 30 days after issuance of the solicitation. After obtaining a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Telephone and fax request will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency.
